You have to adjust your budget and expenses based on your mix of zoning, commercial, residential, industrial etc. Lower your budget amount until there is mutiny in that department and something goes wrong then raise it incrementally. Eventually you'll find a surplus that fills the coffers while your not playing ie work or school.
